Phase 5 · Campaign Expansion & Refinement (Week 16)
The Campaign

Campaign Title
TUBWIRANE (Let's Talk to Each Other)
Campaign Summary
TUBWIRANE is a community-led, oral-primary campaign designed to work without internet or smartphones for end users. It activates the Community Health Worker network through storytelling circles where survivors share positive experiences to normalize screening and dismantle fear. The campaign follows a two-step journey: a Community Health Worker circle provides the story and a specific booking date, followed by the clinic visit. The model uses the Brake Pedal Principle, shifting a district to appointment-only care if clinic wait times become excessive.
Public-Health Challenge
The campaign addresses low screening uptake caused by distrust and negative rumors, while also navigating the point at which care quality can decline under excessive demand.
Systems Insight
The team uses a Trust Flywheel to build trusted community dialogue and a Brake Pedal Principle that shifts to appointment-based care when clinic wait times become excessive.
Audience & Community Context
Focused on women ages 30–60 in Huye, Nyanza, and Gisagara, this oral-primary campaign uses Community Health Workers and storytelling circles without requiring digital tools for end users.
